SUMMARY:Tactical Field Operations - Man Tracking
DESCRIPTION:This training program focuses on perimeter containment of Fleeing Subjects while utilizing Man-Tracking skills\, deploying K-9\, utilization of aviation support\, and possibly LPOP’s (Listening Points / Observation Points). These techniques are also utilized for Lost and Missing Persons.\nThis training would be valuable for all officers\, supervisors\, and command staff.\n.\nTraining components of this program include:\n\nThe Psychological Profiles of Fleeing Subjects / Lost & Missing Persons issues are taught to assist in understanding early search variables.\n\nFor Fleeing Subjects\, the Leap Frogging technique is utilized to shorten the time /distance gap.\n\nOther areas to be covered would be utilization of a compass\, GPS\, Downed Officer Reaction/solutions\, and arrest procedure upon contact.\n.\nMost of the two-days of training will be outside in a variety of conditions and areas. DESCRIPTION:Tracy Harpster has served as a police officer in Ohio since 1984.  He has worked as a street officer\, undercover narcotics officer\, sergeant\, detective sergeant\, lieutenant and deputy chief.  In 2006\, he achieved a graduate degree from the University of Cincinnati where his Master’s Thesis examined the indicators of innocence and guilt of 9-1-1 homicide callers reporting the offense.  The study defined and analyzed the indicators in order to assist homicide detectives gain insight into offenses\, suggest offender probability\, and explore pertinent issues during the interview and interrogation phases of the investigation. \nDeputy Chief Harpster is a member of the Vidocq Society and has shared his research at homicide conferences across the country and used his research to investigate over 2500 homicides. \nThis training is specifically designed to educate all criminal justice personnel including dispatchers\, law enforcement officers\, detectives\, supervisors\, medical examiners and prosecutors. \nDate:  September 25-26\, 2025\, 8:30am – 4:30pm \nLocation:  Mott Community College – Tech Center Auditorium\, 1401 E. Criminals’ heavy reliance on cell phones makes it crucial for police officers to learn common cell phone terminology and understand the data they receive from cell phone companies. Historical cell-site data and specialized location records have been utilized in hundreds of investigations to successfully track a criminal or put them near a crime scene. Information will be presented during this block of instructions on the benefits of using these records\, the limitations of the records\, and the best software to map the records. Smartphone Applications (APPS) have become the preferred method of communication for criminals. Although the content of many APPS is encrypted\, there are digital imprints left behind on the actual device. Information will be presented on various APPS\, as well as the types of data that can be obtained from the APP providers. Wiretap investigations can produce very powerful and overwhelming evidence of guilt; The course will provide students with the fundamental aspects of developing wiretap investigations\, uses and analyzing of pen registers. The final blocks of instruction will involve the use of cell phone geo fences around a crime scene and Wi-Fi router interrogation. These advanced techniques have proven extremely useful in hundreds of investigations. SUMMARY:Patrol Rifle Instructor Course
DESCRIPTION:This course is for already certified firearms (pistol) instructors.  The student of this training will gain the knowledge of how to articulate and instruct the safe carry and storage; care and maintenance; sighting; setting up and engaging in live-fire drills; functions of the rifle and more to future operators of semi-auto patrol rifles. Please read the pre-requisites for the minimum standards for instructor candidates. \n\n\nThis course is for already certified firearms (pistol) instructors with basic AR15 user/operator course certification. Certificates of both must be presented on Day 1 to the instructors. The students of this course will gain the knowledge of how to articulate and instruct the safe carry and storage; care and maintenance; sighting; setting up and engaging in live-fire drills; functions of the rifle and more to future operators of semi-auto patrol rifles.\nOnly iron sights are permitted during the course with electronic sights familiarization on the last day of the class.  On the morning of Day 1 the student will report to the range with a zeroed rifle for a live fire pre-test course of the following:\nZero Confirmation – From the prone position fire 3 rounds into the center mass circle of zeroing target at 27 yards to verify weapon zero. If the group is outside of the zero circle the shooter gets 1 correction and fire additional 3 round group to confirm zero. Pass or Fail\nSkills Demonstration – Starting with 2 magazines with 15 rounds in each the student on command will exit a patrol car with rifle and move to a position behind a barricade. On command\, the shooter will fire 3 rounds from the support shoulder from behind cover at TCQ target 15 yards away in 7 seconds\, perform an un-timed tactical reload behind cover. Then on command will fire 3 rounds on same target from the strong side in 5 seconds. Place rifle on safe.\nMoving across the range to a second barricade the student will take up a kneeling position utilizing cover and on command fire 6 rounds on TCQ target 25 yards down range in 10 seconds. The student will then stand on command and utilizing cover\, fire 6 shots on same TCQ target in 15 seconds. From behind cover reload using the 12-round magazine. Place rifle on safe.\nOn command move to third position up range\, 50 yards from TCQ target. From firing position\, the student will shoot from the kneeling position 4 rounds in 60 seconds\, then 4 rounds from the sitting position in 45 seconds\, and finally from the prone position 4 rounds in 30 seconds.\nScore 100% in TCQ combat scoring area. \nThose unable to meet the requirements will not continue with the course. Final qualification course on Friday is 60 rounds on targets at 25\, 50\, 75\, and 100 yards.\nAs this course follows the military model of marksmanship ALL students must have a 2-point sling (attaches to the toe of the stock and to the front sling swivel under the barrel) to obtain stability of the weapon. DESCRIPTION:PREREQUISITE: ACTIVE POLICE OFFICER\, MILITARY\, OR ARMED SECURITY \nThe RAIDER (Rapid Deployment\, Awareness\, Intervention\, Decisiveness\, EMS\, Recovery) program is exclusively available to police\, military\, and licensed armed security personnel. \nAddressing Unique Challenges \nRAIDER exposes first-on-scene responders to the tactical skills necessary to operate in the unique Active Shooter setting – a hostile environment\, populated by large numbers of civilians\, with an Active Shooter attempting to achieve the highest body count possible in the shortest amount of time. This is not a normal event\, nor is the response. \nSolo-Engagement Tactics \nThere will always be a first officer on the scene. If he or she waits for more officers – as is the protocol in many units – who are we portraying needs help more – the officer or the victims under attack? Solo-engagement training is designed to provide officers with the necessary mental and physical skills to draw the attention of the active shooter away from the potential victims\, confuse and frustrate the shooter\, and successfully neutralize the situation. \nThe Courses \nOur leveled courses are designed to provide Officers with a new skill set of moving alone in hostile environments.  The courses involve classroom\, range\, and scenario instruction and are delivered in a logical progression. \nInstructors:  Chris Pattie has been a police officer with the city of Mentor (OH) since 1997 and retired from Mentor Police Dept. in May of 2020. Chris served on the SWAT and Sniper teams from 2002-2016 and was the Sniper Team Leader from 2013 to 2016.  Chris is a firearms instructor certified in revolver\, semi-auto\, shotgun\, patrol rifle\, sub-machine gun\, and scoped rifle.  He also holds other instructor certifications to include less lethal\, diversionary devices\, ALICE\, and RAIDER (Solo response to an active killer). DESCRIPTION:The call’s hot. The perimeter is tight. The channel is secure. The K-9 unit is enroute to the scene.   What should you do to increase your success when the police K-9 team shows up? \nThis dynamic hands-on training is for any officer/deputy that wants to learn firsthand on how to assist on K9 calls and get a better understanding of the capabilities of a K9 Team. Knowing the basic principles of the K-9 olfactory system can make you more successful and SAFER!  Knowledge of principles of perimeter containment\, assignment of search team dynamics and terrain issues can help you be the K-9 team’s favorite patrol officer. \nThis 8-hour training will consist of 2 hours of classroom instruction followed by 6 hours of field work assisting actual K9 handlers and their partners in various scenarios. Most of the training will be learning how to assist on perimeters and going on training tracks with the handlers. After the short classroom presentation\, participants will head out into neighborhoods\, parks\, shopping areas to do actual tracking. \nInstructors: \nPaul Connelly worked 27 yrs. at Grand Blanc Twp. DESCRIPTION:THIS CLASS IS POSTPONED\, DATE TO BE DETERMINED LATER\nAmerican Sign Language (ASL) is used throughout the nation by the deaf and hard of hearing to communicate with others hard of hearing and the hearing community.  There are many individuals who lack the ability to communicate vocally with others and are a part of our culture and participate in the same activities that hearing individuals do.  This can result in contact with law enforcement personnel in their daily lives\, casual meetings\, victimization\, operating vehicles\, witnesses\, persons of interest\, along with arrests.  Laws are in place to protect the rights of deaf individuals (Deaf Person’s Interpreter Act). \nThis eight (8) hour course will introduce officers to the deaf culture\, the Deaf Person’s Interpreter Act\, basic sign language.  There will be considerable amount of hands-on practice\, handouts will be provided along with links to sample ASL videos. \nTopics included are: \n\nIntroduction and cultural explanations\nDeaf Person’s Interpreter Act\nFingerspelling/number basics review\nQuestions\, obtaining personal information\nMiranda Warning\nCommunicating with drivers\, passengers\, pedestrians\nMedical\, criminal activities\nSigns and phrases for relationships\, domestic violence\, and child abuse\n\nInstructor:   Mary Luczki currently works at the Michigan School for the Deaf. She teaches ASL classes to new staff members\, provides ASL materials for staff\, and is the Webmaster and Accessibility Coordinator for the school. \nShe is Deaf\, from a Deaf family (the dog can hear\, though)\, and has taught sign language classes\, workshops and seminars for over 45 years. She presented at an APA conference on the Miranda Warning. She has taught and presented seminars at various colleges and schools\, including Wayne State University\, U of M\, Washtenaw Community College\, and Baker College. She also worked for 8 years as an ASL newscaster online.  She has produced a DVD and workbook titled\, “ASL vs. English: A Grammatical Analysis.” This work is currently used in university classes and interpreter training programs. DESCRIPTION:Provided by: Northeast Counterdrug Training Center Co-hosted by: U.S. Attorney’s Office – Eastern District of Michigan; MAGLOCLEN\, and LEORTC \nThis course explores the current trends\, identifiers\, and dynamics of street gang investigations. Understanding and identifying gang culture both on the street and in correctional facilities requires investigators from both local law enforcement and corrections to work together and share information. \nThe intent of this course is to prepare officers in both large and small agencies to properly identify and interdict gang activity in their respective jurisdictions\, collect and manage their gang intelligence\, and communicate this information with neighboring jurisdictions and correctional facilities. Many states have their own gang enhancement statue\, but it is often not utilized to prosecute at the state level. The instructors of this course will demonstrate how to take the evidence and stored gang intelligence in a gang case and apply it in the courtroom. Not all street gangs establish themselves with a nationally recognized gang name.\nThe instructors will provide reasonable explanations why their local hybrid street gangs are just as violent\, and dangerous as nationally recognized gangs are in larger cities. \nThis class will explain the command structure\, membership requirements\, and adopted signs and symbols\, hybrid gangs will create. Additional gang evidence will also be covered such as step-by-step examples of how to testify as a gang expert\, drug trafficking expert\, armed subject expert\, and cellphone records expert in court\, to assist student’s state’s attorney’s office in prosecuting your local gang members.
