SUMMARY:Advanced Topics in DNA
DESCRIPTION:NEW METHODS TO SOLVE COLD CASES AND OTHER MAJOR CRIMES \nMajor advancements have been made in forensic DNA testing in recent years.  These advancements in technology include increased in technology include increased sensitivity\, new methods to interpret complex mixtures\, specialized search techniques of the CODIS database\, and many more.  This class will highlight these advancements and focus on utilizing them when routing DNA analysis has not solved a case.  This class will be particularly useful for looking at cold cases with a fresh eye to see if additional testing may be possible. \nTopics Covered Will Include: \n\nProbabilistic genotyping software\nFamilial searching of the CODIS database\nY-STR testing\nNew STR chemistries\nPhenotyping/ancestry testing\nCase Studies\n\nFacilitators: \nDanielle Hankinson has been a forensic scientist in the Biology/DNA discipline for over 13 years.  She has worked for both the Virginia Department of Forensic Science and the MSP.   Danielle has BS and MS degrees from Michigan State University and is certified in Molecular Biology by the American Board of Criminalistics.  She is the current President of the Midwestern Association of Forensic Scientists. \nAmanda Fazi is a DNA analyst for DNA Labs International.  She has over ten years’ experience working as a forensic biologist and crime scene investigator\, with previous experience at the Michigan State Police Northville Crime Lab and the Oakland County Sheriff’s Office Crime Lab.  She has a Bachelor of Science Degree in Biological Sciences from Wayne State University and a Master of Science Degree in Forensic Science (Biology Concentration) from Michigan State University. \nDate/Times:       Thursday\, May 2\, 2025\, 8:3oam-4:30pm \nLocation:           Grand Blanc Township Police Department\, 5420 S. SUMMARY:Firearms Identification Training
DESCRIPTION:Are you comfortable with your knowledge and skills to safely handle and unload multiple types of firearms including pistols\, revolvers\, rifles\, and shotguns?   Are you familiar with different types of firearms and how to identify and classify them correctly?  Are you able to identify common machine guns\, machinegun conversion devices\, silencers\, short-barreled rifles\, and short-barreled shotguns? If not\, then this training is important for you!  The class will instruct you on how to: \n– Identify firearm parts and use correct terminology. \n– Demonstrate safety procedures when handling and unloading firearms. \n– Identify Federal firearm laws\, Michigan firearm laws\, Federal & Michigan firearm definitions. \n– Identify markings on U.S. manufactured and imported firearms. \n– Identify characteristics of a Homemade Firearm (aka “Ghost Guns”). \n– Given a selection of firearms\, be able to identify the manufacturer\, and/or importer\, model\, caliber\, and serial #. \n– Identify markings on ammunition and identify the caliber or gauge. \n– Recognize machine guns\, machinegun conversion devices (e.g. “Glock Switch”)\, silencers\, short-barreled rifles\, and           short-barreled shotguns. \n– Identify National Firearms Act registration (transfer) tax forms. \n– Measure the barrel length and overall length of a rifle and shotgun and identify open-bolt and closed-bolt firearms. \n– Demonstrate a field function check for automatic fire. \n-This hands-on training will increase your overall knowledge involving many types and styles of firearms. SUMMARY:Basic Bloodstain Pattern Analysis
DESCRIPTION:This training is registered as\, “Agency Elected Continuing Professional Education (CPE).” \nRecognition & Documentation \nThis course provides an introduction to bloodstain pattern recognition and documentation.  The investigator will leave this course with an understanding of how bloodstain pattern analysis can be used in crime scene reconstruction.   An emphasis will be placed on recognizing patterns and documenting them properly through photography to ensure proper analysis through photographs at a later date.  Recognizing when a qualified bloodstain analyst should be consulted will be discussed.  This is NOT an all-inclusive pattern course and does not satisfy the requirement of a basic course\, which requires 40 hours of training.  Participants should bring their crime scene photography equipment to the class. \nTopics Include: \nIntro to Bloodstain Pattern Analysis (lecture) \nBloodstain Pattern Recognition (exercise) \nCase Study \nDocumenting Bloodstain Patterns (lecture) \nBloodstain Pattern Documentation (exercise) \nInstructor: Shane Hill is currently the supervisor of the Biology Body Fluid Identification (BFI) Unit at the Michigan State Police (MSP) Metropolitan Bridgeport Forensic Laboratory. SUMMARY:Tactical Field Operations - Man Tracking
DESCRIPTION:This training program focuses on perimeter containment of Fleeing Subjects while utilizing Man-Tracking skills\, deploying K-9\, utilization of aviation support\, and possibly LPOP’s (Listening Points / Observation Points). These techniques are also utilized for Lost and Missing Persons.\nThis training would be valuable for all officers\, supervisors\, and command staff.\n.\nTraining components of this program include:\n\nThe Psychological Profiles of Fleeing Subjects / Lost & Missing Persons issues are taught to assist in understanding early search variables.\n\nFor Fleeing Subjects\, the Leap Frogging technique is utilized to shorten the time /distance gap.\n\nOther areas to be covered would be utilization of a compass\, GPS\, Downed Officer Reaction/solutions\, and arrest procedure upon contact.\n.\nMost of the two-days of training will be outside in a variety of conditions and areas. SUMMARY:Autism Training for 1st Responders
DESCRIPTION:Course Description: This training session will focus on defining autism\, recognizing autism in the field\, and strategies for interacting and engaging with people with autism. The three most common\, high-risk calls involving people with autism will be presented and discussed as well as criminal justice contact trends and interview techniques. Information specific to fire\, EMS\, and emergency room personnel is included. The training session is presented through multimedia images\, audiovisual video\, lectures\, and handouts. Case examples will be discussed. \nInstructors: Drs. Christine Kenney and Melissa Sreckovic are associate professors at the University of Michigan-Flint in the Education Department. Dr. Sreckovic earned her Ph.D. from the University of North Carolina at Chapel Hill in Special Education with a focus on autism spectrum disorders and her MA from Michigan State University in Special Education and Literacy. Dr. Kenney earned her Ph.D. from the University of Michigan in Language\, Literacy\, and Culture and her MA from Eastern Michigan University in Early Childhood Education with a focus on Special Education. Drs. Sreckovic and Kenney have worked with individuals with autism for more than 15 years\, including young children\, adolescents\, and adults. DESCRIPTION:(2-hour training blocks) \nThis course provides various scenarios where officers respond to and react to situations that they may encounter while on duty. Officers interact with computer generated scenarios using verbal commands\, use of cover\, and the use of firearms as needed. Officers are critiqued at the completion of the scenario during the post critical incident reviews. \nGoals and Objectives \n*              Participants will be able to recognize threats\, select appropriate course(s) of action. \n*              Participants will be able to identify themselves when reasonable and give verbal challenges. \n*              Participants will learn the value of cover and concealment and the proper use of them. \n*              Participants will obtain invaluable experience in high stress scenarios which will aid them in their everyday encounters. \n*              Minimum of four scenarios per participant \n*              Various situations which will require participants to utilize: \n1) cover and concealment \n2) commands \n3) possible use of force \nDuty wear required. Drugs\, scams\, identity theft\, flash mobs\, sexting\, sextortion\, cyber bullying\, even school shootings can be attributed to social media. This course will break down the elements of social networking\, examine what information is collected and demonstrate what a great investigative/intelligence tool it can be. Information regarding investigative leads\, relationships\, communications\, photographs\, location\, etc. is all-available and many times an open source. In addition\, students will learn the proper methods of authenticating the information they collect. \nSocial networking has created several problems for law enforcement especially in matters of safety for both officers and their families. Social media sites exist where officer and informant information is posted. Criminal organizations are collecting photos and biomaterial of officers and sharing that information via social media. DESCRIPTION:People have been using edged weapons since the beginning of time. They are still around in one form or another. Ever since the terrible events of 9/11\, where the hijackers used box cutters\, there has been an increased awareness of edged weapons.  As recently as 2017\, a high-profile terrorist attack occurred at Flint Bishop Airport.  The suspect used a 12” knife to severely injure a police officer. \nThis program addresses the psychological stress of an edged weapon confrontation and how to defend against it using the OODA Loop principle. Students will participate in scenario-based practical exercises.  Most people have no idea how to defend against an attack with a sharp object. Most what you see on TV is just enough to get people hurt. \nThis training addresses two sides of the edged weapons story. First it deals with defending against an attack. DESCRIPTION:The Michigan Commission on Law Enforcement Standards (MCOLES) presents: \nResponse to Active Violence Training \nThis class covers the mandated standards developed for Public Act 552 of 2018.  The act added section 609e to the MCOLES act mandating active violence training for all licensed law enforcement officers in Michigan.  This course will include classroom and practical exercises. \nThis class is open to all sworn personnel. \nPlease remember to bring your MCOLES number for recognition of the completed training on your individual employment history.  A portion of the training will involve the use of force-on-force scenarios.  Long sleeve shirt and gloves are required.  Additional PPE equipment will be provided.  Firearms will not be allowed at the scenario training location and will need to be stored outside the training location. \nPublic Act 522 of 2018 \nOn March 28\, 2019\, Public Act 552 of 2018 (2018PA552\, MCL28.609e) became effective amending Public Act 203 of 1965 (MCOLES Act).  The act added section 609e to the MCOLES Act mandating active violence training for all licensed law enforcement officers in Michigan. \nSection 9e specifies the following: \n\n“(1) Beginning January 1\, 2020\, an individual seeking to become licensed under section 9\, 9b\, 9c\, or 9d shall complete active violence response training that emphasizes coordinated tactical response to rapidly developing incidents in which intentional physical injury or death to a specific population occurs through the use of conventional or unconventional weapons and tactics. \n(2) The commission shall promulgate rules establishing the minimum standards for the active violence response training required under subsection (1). \n(3) Beginning January 1\, 2020\, an individual who is licensed under section 9\, 9b\, 9c\, or 9d shall complete the active violence response training described under subsection (1).”\n\n  \nInstructors:  MCOLES staff. \nLocation:  Mott Community College – Southern Lakes Branch\, 2100 W. DESCRIPTION:This 3.5-day course is designed to provide knowledge and training to develop Field Training Officers’ skills.  Each new FTO will be presented with ideas and techniques to assist them in becoming more professional and confident in the application of their skills.  This course is based on a modified “San Jose” program.  Upon completion the FTO will be able to: \n\nDiscuss the “San Jose” and other program models\nIdentify demands on FTOs as Instructors\nList five of the errors in rating\nUnderstand the basics of Adult Learning Theory\nIdentify liability issues\nUnderstand performance evaluations\nInstruct from Training Briefs\nUnderstand the Rating Scale and Reference Numbers\nComplete the Daily Observation Report\nDevelop a Scenario and additional Training Plans\nUnderstand the purpose of program management and control\n\nInstructor:  Steven Kellams of FTO Solutions.  Steven Kellams retired from the Bloomington Police Department after 27 years of service. His last rank was as the Administrative Captain. In 2000\, then Lieutenant Kellams was instrumental in redesigning the field training program for the Bloomington\, Indiana Police Department and has taught that program to hundreds of departments throughout the United States.  He has also instructed on field training issues at the national level when he presented courses at four National Association of Field Training Officers conferences\, most recently in 2011.  In 2005\, then Lieutenant Kellams was awarded the Law Enforcement Officer of the Year for Monroe County\, IN for his work with the Bloomington Police Department’s Field Training Program.  He was elected to the national NAFTO Executive Board and served as President in 2009. \nDates:             December 16th\, 17th\, 18th\, & 19th\, 2024\, 8:30am – 4:30pm daily (except 8:30am-12:30 pm on last day) \nLocation:        Grand Blanc Township Police Department\, 5405 S. SUMMARY:Tactical Emergency Casualty Care (TECC)
DESCRIPTION:The Tactical Emergency Casualty Care (TECC) course was developed from the military Tactical Combat Casualty Care (TCCC) training.
