His last rank was as the Administrative Captain. SUMMARY:Emergency Vehicle Operation

SUMMARY:Patrol Rifle Instructor Course
DESCRIPTION:This course is for already certified firearms (pistol) instructors.  The student of this training will gain the knowledge of how to articulate and instruct the safe carry and storage; care and maintenance; sighting; setting up and engaging in live-fire drills; functions of the rifle and more to future operators of semi-auto patrol rifles. Please read the pre-requisites for the minimum standards for instructor candidates. \n\n\nThis course is for already certified firearms (pistol) instructors with basic AR15 user/operator course certification. Certificates of both must be presented on Day 1 to the instructors. The students of this course will gain the knowledge of how to articulate and instruct the safe carry and storage; care and maintenance; sighting; setting up and engaging in live-fire drills; functions of the rifle and more to future operators of semi-auto patrol rifles.\nOnly iron sights are permitted during the course with electronic sights familiarization on the last day of the class.  On the morning of Day 1 the student will report to the range with a zeroed rifle for a live fire pre-test course of the following:\nZero Confirmation – From the prone position fire 3 rounds into the center mass circle of zeroing target at 27 yards to verify weapon zero. If the group is outside of the zero circle the shooter gets 1 correction and fire additional 3 round group to confirm zero. Pass or Fail\nSkills Demonstration – Starting with 2 magazines with 15 rounds in each the student on command will exit a patrol car with rifle and move to a position behind a barricade. On command\, the shooter will fire 3 rounds from the support shoulder from behind cover at TCQ target 15 yards away in 7 seconds\, perform an un-timed tactical reload behind cover. Then on command will fire 3 rounds on same target from the strong side in 5 seconds. Place rifle on safe.\nMoving across the range to a second barricade the student will take up a kneeling position utilizing cover and on command fire 6 rounds on TCQ target 25 yards down range in 10 seconds. The student will then stand on command and utilizing cover\, fire 6 shots on same TCQ target in 15 seconds. From behind cover reload using the 12-round magazine. Place rifle on safe.\nOn command move to third position up range\, 50 yards from TCQ target. From firing position\, the student will shoot from the kneeling position 4 rounds in 60 seconds\, then 4 rounds from the sitting position in 45 seconds\, and finally from the prone position 4 rounds in 30 seconds.\nScore 100% in TCQ combat scoring area. \nThose unable to meet the requirements will not continue with the course. Final qualification course on Friday is 60 rounds on targets at 25\, 50\, 75\, and 100 yards.\nAs this course follows the military model of marksmanship ALL students must have a 2-point sling (attaches to the toe of the stock and to the front sling swivel under the barrel) to obtain stability of the weapon. Criminals’ heavy reliance on cell phones makes it crucial for police officers to learn common cell phone terminology and understand the data they receive from cell phone companies. Historical cell-site data and specialized location records have been utilized in hundreds of investigations to successfully track a criminal or put them near a crime scene. Information will be presented during this block of instructions on the benefits of using these records\, the limitations of the records\, and the best software to map the records. Smartphone Applications (APPS) have become the preferred method of communication for criminals. Although the content of many APPS is encrypted\, there are digital imprints left behind on the actual device. Information will be presented on various APPS\, as well as the types of data that can be obtained from the APP providers. Wiretap investigations can produce very powerful and overwhelming evidence of guilt; The course will provide students with the fundamental aspects of developing wiretap investigations\, uses and analyzing of pen registers. The final blocks of instruction will involve the use of cell phone geo fences around a crime scene and Wi-Fi router interrogation. These advanced techniques have proven extremely useful in hundreds of investigations. SUMMARY:9ll Homicide:  Is the Caller the Killer?
DESCRIPTION:Tracy Harpster has served as a police officer in Ohio since 1984.  He has worked as a street officer\, undercover narcotics officer\, sergeant\, detective sergeant\, lieutenant and deputy chief.  In 2006\, he achieved a graduate degree from the University of Cincinnati where his Master’s Thesis examined the indicators of innocence and guilt of 9-1-1 homicide callers reporting the offense.  The study defined and analyzed the indicators in order to assist homicide detectives gain insight into offenses\, suggest offender probability\, and explore pertinent issues during the interview and interrogation phases of the investigation. \nDeputy Chief Harpster is a member of the Vidocq Society and has shared his research at homicide conferences across the country and used his research to investigate over 2500 homicides. \nThis training is specifically designed to educate all criminal justice personnel including dispatchers\, law enforcement officers\, detectives\, supervisors\, medical examiners and prosecutors. \nDate:  September 25-26\, 2025\, 8:30am – 4:30pm \nLocation:  Mott Community College – Tech Center Auditorium\, 1401 E. DESCRIPTION:This training program focuses on perimeter containment of Fleeing Subjects while utilizing Man-Tracking skills\, deploying K-9\, utilization of aviation support\, and possibly LPOP’s (Listening Points / Observation Points). DESCRIPTION:State statutes require law enforcement agencies to conduct thorough and comprehensive background investigations of those who will be licensed as fully empowered law enforcement officers in the state of Michigan. A comprehensive background investigation is perhaps the most important component of the hiring process because it helps agencies select only those who are the best fit for both the organization and the communities they serve. In 2019\, the Michigan Commission on Law Enforcement Standards adopted an Advisory Standard to assist investigators in their efforts to obtain the necessary and relevant information on an applicant’s background\, as part of the agency’s overall selection and hiring process. Thorough work done at the beginning of the hiring process\, with attention to detail\, can help agencies select the right applicant for the right reasons. The purpose of this course is to provide participants with useful information and resources that will assist them in conducting a thorough background investigation. SUMMARY:Railroad Investigation & Safety Course
DESCRIPTION:Approximately every three hours a train collision occurs in the United States often requiring assistance of first responders at the scene of an incident.  The collision scene may be complex and consist of a variety of safety concerns for first responders. \nThis Railroad Investigation and Safety Course provides first responders with critical information allowing them to effectively respond to and safely investigate incidents involving the railroad. \nMODULE 1:         Rail Safety Training 101 – Safety issues in the railroad environment.  Signs and signals at a railroad crossing.  Developing advanced preparation information.  Railroad contacts and facilities. \nMODULE 2:         Safety considerations while responding to an incident.  Ensuring on-scene safety.  Identifying your location.
